Let's be clear about this. Celiac sufferers, of whom I am one, are not "allergic" to gluten; and because it is genetic, can manifest in young children or people with the condition can live for many years without being clearly symptomatic.

This is the most sensible comment I've seen re: this "story". For the pug's safety (not to mention the law), she should have been on a leash; however, that does not excuse the owner of a leashed dog from controlling their pet, and themselves.
